Notes on an incomplete and hasty reform

Multi-recidivist minor theft is now sanctioned with the penalty of the misdemeanor of theft of article 234.1 of the Penal Code (prison of 6 to 18 months), processed by the abbreviated procedure and prosecuted by the Criminal Judge.
