PenalNet "When European Justice goes from Pen to Net"

PenalNet es una iniciativa apoyada y cofinanciada por el programa Justicia Penal 2007 de la Dirección General de Justicia, Libertad y Seguridad de la Comisión Europea, y su desarrollo inicial fue  llevado a cabo por el Consejo General de la Abogacía Española, en cooperación con cuatro socios: el Conseil National des Barreaux (Francia), el Magyar Ügyvédi Kamara (Hungría), el Consiglio Nazionale Forense (Italia), y el Uniunea Naţională a Barourilor din România (Rumania).   

Desde principios de 2011, PenalNet está implementado su segunda fase, PenalNet Plus. Esta fase está cofinanciada por el Programa Justicia Penal 2009 de la Dirección General de Justicia de la Comisión Europea. El objetivo de esta nueva iniciativa es ampliar los servicios de la plataforma a nuevas Abogacías nacionales y añadir nuevos servicios, incluyendo la multivideoconference encryptada.

Gracias al sistema de autenticación basado en los estándares europeos aprobados por el Consejo de la Abogacía Europea (CCBE) y a la certificación digital x509v3, PenalNet otorga la seguridad de que un abogado está en contacto con otro autentificado, y de que éste último es el único autorizado a acceder al contenido recibido. Del mismo modo, el sistema garantiza que la información intercambiada no puede ser modificada o rechazada.

Utilizar PenalNet como abogado significa ofrecer soluciones rentables a ciudadanos y clientes, utilizar la comunicación moderna significa una protección completa de la privacidad y desarrollar una red de trabajo que promueve el derecho de defensa en la práctica transfronteriza.

El sistema proporciona un directorio de abogados penalistas europeos registrados, que permite una más rápida interacción y eficacia y aumenta la confianza entre los profesionales, y también entre los clientes y ciudadanos, a la vez que protege su derecho a la privacidad y al secreto profesional.

PenalNet is an initiative supported and co-financed by the program Criminal Justice 2007, from the Directorate-General Justice, Freedom and Security of the European Commission, and its development is currently undertaken by the Consejo General de la Abogacía (Spanish Bar) in cooperation with four partner Bars: the Conseil National des Barreaux (France), the Magyar Ügyvédi Kamara (Hungary) Consiglio Nazionale Forense (Italy), and Uniunea Naţională a Barourilor din România ,(Romania).

Thanks to an authenticated system based on the European Standards approved by the Council of European Bars and Law Societies (CCBE) and on digital certification x509v3, PenalNet provides the certainty that a lawyer is actually dealing with another authenticated colleague, and that the latter is the only person entitled to access the content received. Likewise, the system guarantees that the information exchanged cannot be modified or rejected.

The use of PenalNet by a lawyer means providing a cost-effective solution to citizens and clients, by using modern communication means to fully protect privacy and developing a professional network to promote the right of defence in crossborder practice.

The system provides a directory of registered European criminal lawyers, which allows faster interaction and efficiency and increases confidence between the professionals and amongst clients/citizens, whilst protecting their right to privacy as well as their professional secrecy.
